My answer is no, the plane would not take off.

I'll let folks argue for a bit before I explain why I came to that conclusion. My explanation:
If the belt matches the wheel speed, the plane is at a constant location at all times relative to the belt.
To first approximation, the air is still relative to the wings. So, no lift and no flight.

Now, the static thrust of the engines of a 747 is about 1.1 million Newtons.
The belt will have to rotate fast enough to create 1.1MN of friction, drag and other reactive forces from the rotation of the 18 wheels.
I suspect the tires will explode, the bearings will melt, and the landing gear legs will break way before the belt goes fast enough to generate that much reactive force on the plane.
So, this will end in a fiery disaster, but no takeoff.

THAT SAID, the engines at full throttle drag some air around them, and hence around a small portion of the wing. This would create a little bit of lift.
Additionally, the belt would move at high speed and drag some air near it (boundary layer effect). This will also create a little bit of lift. But the total lift would be way lower than the weight of the airplane. Bottom line: no takeoff. Plane destroyed.
